At TOKEN 2049 in Dubai, on 29 April 2025, I gave a keynote on "Tokenized Cash, Stablecoins and Regulatory Developments", in an event with great experts in blockchain, cryptocurrencies and tokenization such as Satjeet S. Sahota, David Vatchev, Ross Edwards, Billy Sebell, André Casterman, Rebecah Dausen, Alla Papaika, Venkatesh Rengarajan Muthu, Mahesh Kumar, Abdulla Kanoo, Angus O'Callaghan, Ziv Keinan, Alessandro Marchesini & others, thanks to the kind invitation of TFD Initiative & XDC Network.

Digital cash and tokenization of digital assets are changing monetary and financial systems.
There are ongoing efforts to create regulatory frameworks for stablecoins - MiCA, GENIUS Act, STABLE Act etc. - to provide enough trust in the safety of these assets for crossborder payments, institutional transactions, B2B trade credit etc.
Recent initiatives involving collaboration between public and private sectors regarding central bank digital currencies and tokenized deposits may also hold the key to unlocking the full transformative potential of tokenizing financial infrastructure.
Lecture on "GMOs, Human Rights and Patents" at National University of Singapore
I delivered the Yong Shook Lin Professorial Lecture in IP Law lecture titled "GMOs, Human Rights and Patents" on 23 January 2025. Advanced biotechnology enables the creation of transgenic organisms, such as genetically modified crops and foods, with desirable traits, for example of increased yield, resistance to pests and enhanced nutritional value. Such biotechnological innovations pose significant implications for sustainable development and necessitate a nuanced regulatory approach to balance innovation with ethical and environmental considerations. At the Privacy Symposium in Venice I participated in an interesting panel on "Powers of Data Protection Authorities and the European Data Protection Board".
In my opening speech I talked about the "European framework on the role of EDPB and independent authorities; comparative perspective of the state of the art, strengths and weaknesses". Here is a short summary:
Different regulators and the EDPB may reach conflicting conclusions, representing different regulatory visions of the GDPR. For example, the Irish DPC and the EDPB have recently clashed, with the DPC criticising the EDPB for its involvement and accusing it of overreach.
Even if the EDPB adopts guidance, uncertainty about consistency remains because guidance lacks legally binding force. For example, the Cookie Banner Taskforce report reflects a "common denominator" and a minimum threshold, but does not replace national requirements or regulator-specific analysis.
The new EU digital laws – DSA, DMA, Data Act, AI Act – significantly involve the processing of personal data, but DPAs have been granted a rather marginal role in their enforcement and governance structures.
These ongoing tensions highlight key areas for future development of privacy policy implementation in the European digital regulatory landscape.

Until March 2025 I was Regulatory Affairs Lead South Europe at Google and YouTube, where I managed the work of the Government Affairs and Public Policy teams of Italy, Spain, Portugal, Greece, Malta, Cyprus on the main regulatory issues, campaigns and projects having a European, South European or national dimension.
Previously, at a professional level, I worked at the Italian Regulator of telcos, media and internet AGCOM for 8 years, the last of which as the president's right-hand, in private companies - Vodafone and RAI, the Italian public service broadcaster - and in law firms.
As an academic, I was Visiting Professor in Law and Technology at the Singapore Management University, Lecturer at the Beijing Normal University, Expert of the Research Council of the Academy of Finland, Research Associate at the FLACSO University of Buenos Aires, Max Planck Institute for Competition & IP Law of Munich, Institute for Information Law of the University of Amsterdam, Coordinator of the Master in Competition and Innovation Law at Luiss University of Rome and Adjunct Professor at the University of Bologna.
I published 11 books, among which "GMOs, Food Traceability and RegTech", Springer, 2024, "Smart Contracts and Comparative Law", Springer, 2021, and "Biotechnological Inventions and Patentability of Life", Edward Elgar, 2015 and 80+ articles in peer reviewed journals.
I hold a PhD in Competition Law, a MSc in Globalization of Markets and Consumer Protection, a Degree in Law, and Executive diplomas at Harvard and Singularity University.
